Nebius has a genuine European identity. EU regulations favor data sovereignty, and the AI Act creates a moat for compliant infrastructure providers. The company could win contracts as a designated supplier for EU AI factories. That would be a real catalyst, not just a narrative. The problem is timing and visibility. Anyone can tell you about sovereign AI. Nobody can tell you when the tender lands. Let's also talk about leverage. Nebius must borrow or issue equity to buy GPUs. This is a working capital trap. If the cost of capital rises, or if GPU prices fall, the balance sheet suffers. The 55x revenue multiple hides the asset-liability mismatch. Revenue comes later, but capex comes now. A full cycle can crush even the best engineering team. Trust is the risk. And trust between Nebius and the capital markets is priced into the multiple. I am not saying sell the story. I am saying measure it. The three metrics that matter are gross margin, utilization, and contract backlog. If Nebius publishes utilization above 80% and signs a $1 billion multi-year contract, the 55x multiple starts to look reasonable. If utilization hovers below 60% and margins compress, the valuation anchor shifts to 10x or 15x revenue. That is the actionable part: watch the book-to-bill ratio, not the headlines. Track GPU rental prices in the spot market. If they decline for two consecutive quarters, the whole sector reprices. If they hold, Nebius can grow into its valuation. The company is not a scam. It is a real infrastructure business with real assets. But at 55x revenue, you are paying for perfection. Perfection requires that NVIDIA keeps Nebius on the good side of the allocation list. It requires that European power grids expand fast enough to run the clusters. It requires that sovereign AI contracts actually materialize. Too many moving parts. When I audit a contract, I look for the hidden clause that invalidates the promise. Here, the hidden clause is the external dependency on a chip maker, a commodity market, and a political process.
